This research uses a descriptive qualitative method by describing the situation through data collection obtained through the interview process. This study aims to analyze and describe the stages of change in Bandung City people due to the Bumi Inspirasi Learning Center Waste Bank's presence and development. Secondary data was obtained from the website of the Indonesian Bureau of Central Statistics (BPS) and the Ministry of Environment and Forestry with provincial data for 2015-2016 and primary data obtained from direct interviews with the Head of the Bank Sampah Induk Resik Bandung and Bank Sampah Hijau Lestari. Through the community paradigm regarding waste, social change is carried out by giving knowledge carried out by the Bumi Inspirasi Learning Center Waste Bank for waste management by implementing the 3R reduce, reuse, and recycle. The existence of the Bumi Inspirasi Learning Center Waste Bank provides education through a gradual process and involves agents of change.
